Mohcine Jazouli, Minister delgate to the head of Governement, in charge of Investment, Convergence and Evaluation of Public policies

Mohcine Jazouli, assumed his position as Minister Delegate to the Head of Government, in charge of Investment, Convergence, and Evaluation of Public Policies, following his appointment by His Majesty King Mohammed VI on October 7, 2021.  Prior to this appointment, Mr. Jazouli served as Minister Delegate to the Minister of Foreign Affairs and International Cooperation, overseeing African Cooperation, from January 2018 to October 2019. Subsequently, he assumed the position of Minister Delegate to the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates from October 9, 2019, until October 6, 2021. 

The establishment of the Ministry in charge of Investment, Convergence, and Evaluation of Public Policies serves as a testament to the executive’s unwavering commitment to bolstering investment and fortifying the foundations of economic recovery, aligning harmoniously with the Royal Orientations and the New Development Model. 

Born in the vibrant city of Casablanca in 1967, Mr. Mohcine Jazouli embarked on his educational journey within the borders of Morocco. Later, he pursued advanced studies in France, culminating in a master’s degree in applied computer science in Management from the University Paris-XI and a master’s in engineering and Decision Support from the University Paris-IX Dauphine in 1991. 

Missions

The Ministry of Investment, Convergence, and Public Policy Evaluation (MICEPP) is a newly established department. The decree outlining its powers and organization was adopted on February 9, 2022.

MICEPP is responsible for formulating and monitoring the implementation of the state's policy in the areas of investment, improving the business climate, convergence, and the evaluation of public policies.

In terms of investment, the Ministry is responsible for:

  1. Developing, in coordination with government authorities and relevant organizations, the state's policy regarding investment development, promotion, incentives, and support.
  2. Ensuring the implementation and updating of the state's policy, and its translation into national or sectoral strategies regarding investment development, promotion, incentives, and support, in coordination with government authorities and relevant organizations.
  3. Contributing to the promotion of investments and supporting investors, in coordination with government authorities and relevant organizations.
  4. Providing strategic monitoring in the field of investment.

Regarding the Business Climate, its mission is to:

  1. Develop, in coordination with government authorities and relevant organizations, the state's policy for improving the business climate.
  2. Ensure the implementation and updating of the state's policy and its strategic translation in the field of the business climate.
  3. Contribute to the implementation of measures aimed at improving the business climate.
  4. Provide strategic monitoring in this field.

In the field of convergence and evaluation of public policies, the Ministry's mission is to:

  1. Develop, in coordination with government authorities and relevant organizations, the state's policy regarding convergence and evaluation of public policies.
  2. Evaluate the coherence of public policies and sectoral policies in this area, and ensure the harmonization and development of convergence and evaluation systems.
  3. Provide strategic monitoring in the fields of convergence and evaluation of public policies.

The Moroccan Agency for Investment and Export Development (AMDIE)

The Moroccan Agency for Investment and Export Development (AMDIE) supports the economic and social development of the Kingdom of Morocco through its activities of promotion, solicitation, and support for investment and export. It implements the state's strategy for the development of national and foreign investments as well as the export of goods and services, playing a significant role in the sectoral promotion of the Moroccan offer.

AMDIE supports investors by serving as the secretariat for the Investment Commission and convening the Technical Committee for Preparation and Monitoring (CTPS), which includes the services of the ministerial departments concerned with the investment project.

Regional Investment Centers

Regional Investment Centers (CRI) are key players in promoting investment in local areas. They are called upon to play a crucial role in achieving national objectives in terms of private investment. In accordance with the High Instructions of His Majesty the King, may God assist Him, CRIs are responsible for overseeing the entire investment process, increasing its efficiency, and providing better support services to project owners until their final completion. 

To this end, the supervision of CRIs was transferred in May 2022 to the Head of Government, who delegated part of their prerogatives to the Ministry of Investment, Convergence and Evaluation of Public Policies.
